Trump Lied Because He ‘Never Expected to Win,’ Cohen Testifies

President Trump’s former lawyer, Michael D. Cohen, told Congress that Mr. Trump continued to oversee negotiations for a Trump Tower project in Moscow during the 2016 campaign and lied about it.
