Police Decisions Are Scrutinized After Rayshard Brooks’s Fatal Encounter

Two Atlanta officers spoke peacefully with Mr. Brooks for about 40 minutes. Then an intense scuffle ensued. After he escaped with a police Taser, one officer fatally shot him.
