Biden picks Gene Sperling, a Democratic policy aide, to oversee spending from the $1.9 trillion relief plan.

During President Barack Obama’s administration, Mr. Sperling helped coordinate a bailout of Detroit automakers and other parts of the response to the 2008 financial crisis.
